This is a legit number. Typically for your local communications regarding city, county, school messages, school closures, school lockdowns, fugitive in your area, and etc. alerts. Usually one has to sign up for this IVR call system by providing this number to your school system for instance. I'm sure sometimes it happens that an incorrect telephone number gets added and people get calls by mistake.
